People would say that a guy needs to be secure in their masculinity to wear a skirt, but i imagine the comfort factor is sufficient. And no, a guy doesn't need to be playing a bagpipe. I know, it's not a skirt, it's a kilt......but you have to admit, it does look like a skirt.
