My guess would be that there were very many pieces to choose from, thus making the "right pieces" easier (in a sense) to find.
The transparency of the glass makes this skull very subtle, though. I wonder what a stained glass skull would look like! If you put the stained glass on a lead frame, you could even make a three-dimensional skull.
