The one in the middle is most likely a plastic cover in the street. It protects the valve that switches off the water main.

No. It's embeded in the tarmac.
Looks like a street drain that was clogged and painted over.
Did a bird build a next behind something that was broken? The coral skull has a "sweet" face and lemon head makes me want to pucker my lips! What fun images, all.
